Monroe's strategy is well defined: enhancing shareholder value by combining technical expertise, corporate development skills and professional management. Implementing this strategy, Monroe will have:

Portfolio: Monroe endeavours to be a dynamic company that continually adds shareholder value. The decision to enter the uranium sector was based on confidence in the medium and long term uranium product price and a belief that the 2006-2007 uranium stock market bubble could not be sustained. This combination offered particular opportunities to Monroe's board of directors with its extensive international minerals experience. Monroe entered the uranium exploration sector in 2007 with the dual strategy of assembling property portfolios in Africa and Canada and acting as a catalyst in consolidating the junior sector in Canada.

Monroe has acquired three uranium projects to date in 2007-2008, all in Newfoundland and Labrador and all in partnership with Altius Minerals. Monroe will expand the Canadian portfolio during 2008 through joint ventures and/or corporate acquisitions. Work on the African portfolio has been in progress for over a year and announcements are expected later in 2008.

Management: The members of the executive team have an aggregate of 41 year's relevant experience. This is complemented by arrangements with several consultants, including The Mineral Corporation, one of Africa's leading minerals industry consulting groups. Monroe's team has been assembled to include specific exploration and mining skills, project generation capabilities and corporate finance and development experience.

Corporate Skills: Monroe's board of directors has extensive entrepreneurial experience across a range of commodities. It represents a mature blend of corporate finance and development, law and investment banking skills which focus on the expansion of the Company through corporate activities. Members of the board hold an aggregate of eight listed company directorships.

Monroe's management has broad international experience, with a particular focus on Africa and Canada. In Africa, management has wide operating knowledge, an awareness of the concerns of governments and regulatory authorities there, and a network that keeps it apprised of current issues and developments as well as opportunities. In Canada, management has held senior positions in publicly listed companies for an excess of 20 years.
